I believe it is
agreed generally that the proper place for flood con',;rol is as near the source as
possible.

For the two fold purpose of flood control and the conservation of water, I am strong-
ly in favor of the building of the Two Forks, or Chatfield, or both. This would
eliminate the flood hazard for Denver and the area belor;. The ::iouth l-'latte Valley
is highly prod".lctive of return flow from water used in the upper reaches of the
valley and each acre foot of water stored in these reservoirs vlOuld perform at least
a double duty before reaching the bt.ate line of Colorado, and in an area greatly in
need of an additional supply.

I know that the building of the Chatfield has been approved by the Army .l>ngineers
and 1 also know that you are fnmiliar with all this but, I am so anxious to see the
upper reservcirs built first that I just felt I must ~Tite you.

Very rospectfully

R.
