293u

-5-

Another meetin,; of the residents of ,[eldon Valley was held Tuesday, September
11th, at iJeldona, Colorado, and in compliance with the wishes of the residents of
the valley, the Chairman and Board of Directors hereby state as folla~s:

. 1. It is recognized that the erection of a dam at any site presents prob-
lems of materila importance to all of the ditches now existent in the county, and
therefore agree with the statements as submitted to your Board by the Irrigationist
Association of ilater District No.1, of Irrigation Di~trict No.1, of the state of
Colorado, and specifically whereby they request that any condemned priority of right
shall be abandoned and wherein they request tllat any condemnation of irrigated lands
shall be based on appraisement of such la~ds as irrigated, and that the water rights
appurtenant thereto shall not be separated for this purpose.

2. The residents of the Jeldon Valley realize the need for control of the
water of Bijou and Kiowa Creeks both as to the aspect of flood control and as being
beneficial to their neighbors in the Wiggins and Prospect areas due to the recharg-
ing of the underground water supplies. However, the residents feel that these mea-
sures can be accomplished without the condemnation of their homes and farms in Weldon
Valley.

3. The residents of ./eldon Valley believe that the interests of the entire
county and other users on the Platte Hiver could b est be served by a higher storage
of water than at the Narrows site.

4. That before any final decision is reached, the final survey of the
South Platte basin should be completed .dth the resultant information being thereby
available to use to make such final decision.

5. It 1s the unanimous opinion of the residents of Jeldon Valley that to
construct the dam at the Narrows site would result in great rersonal hardship to
individuals, school districts, and other o~ganizations, individual businesses and
corporations n OW operating in the valley, and would remove from the tax rolls of
~;organ County, COlorado, a lucrative source of income which would upset the present
economic status of all portions of the county, and feel that any advantages to be
gained by the construction of the dam would be more than offset by these losses.

The Weldon Valley Association, therefore, feels that it can take no other stand
than to unalterably oppose the construction of the dam at the proposed site at the
Narrows, and to preserve for the people of Weldon Valley their properties to be en-
joyed by them as the generations have before.

THS ,;ELDOH 'TfJ:,LEY ASSOCIATION

By

C. 011 'ler Hill
Chairman

ATTEST:

John S.
