To insure that all parties that are affected directly or indirectly <br />can, be heard, we urge that after the surveJ" is completed, the information be widely <br />disseminated and well advertised, hearings be publicly held, that in the end the <br />most good for the most people will be found. <br /> <br />We feel that the procedure followed in proposing Narrows neservoir to date was <br />wrong in that it was proposed with but little study and no hearings were held, prior <br />to establishing a construction camp, to ascertain the views of the South Platte <br />River Basin. The series of hearin.;s being held now should have been the prelude be- <br />fore an appropriation for anything else other than for engineeriJJ2; studies of the <br />problem was sought. 'fe fully realize that much money has been spent, much that can- <br />not be retrieved unless Narroi';s is built, and some that can never be because of our <br />opposition. Osborne <br />Supt. <br /> <br />* * -il- it- 1~ ';Co .;~ ~!- .;~ '* ';"1. <br /> <br />S'l'A'l'EMENT OF THE iffiLDON VALLEY _Cj230CIATIOJ:J <br />TO THE COLOlUillO ,:ATER COHSSRVAJiCY BJ!\.HD <br />September 13, 1951 <br /> <br />As a result of the notice which appeared in the M?rgan County papers notifying <br />the general public that a hearing was to be held at Fort Morgan, Colorado to receive <br />opinions concerning the construction of the Narrows Dam, a wave of sentiment and <br />feeling swept over fertile Heldon Valley, and as a result a public meeting was held <br />at Weldona, Color&do, Friday, September 7, 1951. At that meeting it became apparent <br />that the people had only one thought in mind - to save their homes and farms which <br />furnished to them their income and which h~d furnished income to the generations <br />before them. Weldon Valley in unique in that a great many of the residents there <br />had fathers and grandfathers before them all oc:upying the same land. It is beyond <br />question that the adjudication of the .raldon Ditch water rights furnish to the acre- <br />age an abundant flow of water, and the crops resulting furnish a major part of the <br />economy of Morgan; County, Colorado. <br /> <br />At that meeting the residents decided to form an association so that their views <br />could be properly presented before your Board. A Chairman and Board of Directors <br />was elected. <br />
