This. assumes that In dry years the "check" of the Orchard Mesa Irrigation <br /> <br />District is operated (see Section 3.2). It is understood that the operation of the check <br /> <br />is a local agreement involving the Grand Valley Water Users, Orchard Mesa Irrigation <br /> <br />District, and the Grand Valley Canal to share the river flows among these users during <br /> <br />the low flow conditions.
