Some of the factors <br /> <br /> <br />considered include reservoir inflow, pumping from adjacent streams, bypass requirements to meet <br /> <br /> <br />senior downstream rights and minimum instream flows, reservoir releases, spills, seepage, and <br /> <br /> <br />evaporation. The model allocates water based on the Colorado water rights priority system and other <br /> <br /> <br />legal and institutional arrangements in the Colorado River Basin which are discussed in previous <br /> <br /> <br />sections. <br /> <br />The modeled area covers the Upper Colorado River Basin above the Cameo gage. The study <br /> <br /> <br />system is divided into 56 segments. The model incorporates over 800 major diversion structures <br /> <br /> <br />each having an aggregate water right greater than 5 cfs. This accounts for more than 90 percent of <br /> <br />the total diversions in the basin. The to.tal number of water rights associated with these structures is <br /> <br /> <br />approximately 1600. The operations of all existing major reservoirs are simulated in the model. <br /> <br />These include Lake Granby, Willow Creek, Green Mountain, Williams Fork, Dillon, Homestake, and <br /> <br />Ruedi Reservoirs. The total storage and minimum pool for these existing reservoirs are summarized <br /> <br />in Table 4.1. <br /> <br />Other reservoirs such as Shadow Mountain Reservoir and Grand Lake were excluded from <br /> <br />the model simulations because of their relatively small impact on streamflows.Additional reservoirs <br /> <br />are simulated under future development scenarios. These are: Rock Creek Reservoir, planned by <br /> <br />the CRWCD: Iron Mountain Reservoir for the Red Cliff project: Kendig Reservoir for the West Divide <br /> <br />Project; and Main Elk Reservoir for oil-shale development. <br /> <br />4-2 <br />
