Legal and <br /> <br /> <br />operational considerations Involved hydrologic characteristics, administration of the Upper Colorado <br /> <br />River Basin and projected water resources utilization. Specific hydrologic analyses were made of <br /> <br /> <br />the following: <br /> <br />o A water rights analysis provided estimates of flows that are legally available for <br /> <br /> <br />storage at the six proposed sites based on the monthly flows for the 1951 to 1983 <br /> <br /> <br />hydrologic study period. The analysis was performed for existing conditions and <br /> <br />moderate and high levels of future development of conditional water rights (see <br /> <br />Section 3.3). <br /> <br />o Reservoir operation analyses were performed to estimate the firm annual yield of <br /> <br />each reservoir site. In consultation with the Authority, the firm annual yield was <br /> <br />defined as the volume of water that can be provided every year without any shortage. <br /> <br />o The Green Mountain Reservoir was analyzed in detail to estimate its yield based on <br /> <br /> <br />the requirements of Senate Document No. 80, existing USSR operating policies .and <br /> <br />existing Coiorado River administration. <br /> <br />Operational analysis of the Upper Colorado River Basin with projected future water <br /> <br />demands provided an estimate of the increased yield of Dillon Reservoir due to <br /> <br />pumpback operation and provided estimates of the yieids of singie reservoirs and <br /> <br />combinations of reservoirs serving as Repiacement Reservoirs for Green Mountain <br /> <br />Reservoir. <br /> <br />3.1 <br /> <br /> <br />o <br /> <br />
