Laws regarding filling of reservoirs be enacted to specify when <br /> <br /> <br />carry-over water in storage is charged against the storage <br /> <br />rights for subsequent reservoir fillings. <br /> <br /> <br />16. Laws be enacted providing for better enforcement of the <br /> <br /> <br />water statutes, judicial decrees and orders of the state engineer. <br /> <br />17. Terminology be defined by statute to assist the water officials <br /> <br /> <br />in eliminating waste and provide more flexibility in util izing <br /> <br /> <br />the water resources of the state.
