<br />SECTION B <br />DESCRIPTION or SERVICES <br /> <br />S.l PURPOSE AND DESCRIPTION or SERVICES <br /> <br />The Bureau of Reclamation (Reclamation) wishes to evaluate proposals <br />for privately financed, owned, and operated desalination facilities as <br />an alternative to federally developed projects near Glenwood Springs, <br />Colorado. <br /> <br />Reclamation will be considering proposals to privately finance, plan, <br />construct, and operate a saline-spring collection system, a <br />brine-desalination... plant, and a salt-disposal hcili ty at Glenwood <br />Springs. These sa~~es will be provided through a competitive, <br />negotiated cooperative agreement between Reclamation and a private <br />developer. <br /> <br />B.2 ~VERVIEW or SOLICITATION/DEVELOPMENT PROCESS <br /> <br />Reclamation has published a notice in the Commerce Business Daily to <br />find companies interested in developing a desalination plant. <br />Respondents to the notice are being sent this Request for Proposals. <br />The offerors will have approximately 60 days to submit their proposals <br />to Reclamation. After the proposals have been scored and ranked, the <br />offerors will be ~iYau an ppportunity to improve their proposals and <br />submit their best and final offers. Reclamation will then attempt to <br />negotiate a cooperetive agreement with the highest rated offeror for <br />. the development and operation of a desalination facility. railing <br />this, Reclamation will attempt to negotiate with the next most highly <br />rated offeror. <br /> <br />Upon signing of the-cooperative agreement, the Company will proceed <br />with all the neceasaey planning and environmental analysis. <br />Reclamation will submit the plan through its budgetary process to seek <br />appropriations frolll Congress for payment to the Company for salt <br />removed. The Company may also seek Congressional funding for the <br />project through its own channels. <br /> <br />s.3 COST SHARING AND PAYMENTS <br /> <br />Reclamation will fuOQ its own planning expenses and pay a fee for salt <br />as it is removed. The Company will pay for its expense. to plan and <br />develop all of the--p-roject facilities. <br /> <br />Upon completion of environmental compliance and the completion of a <br />planning report, Reclamation will seek appropriations from Congress to <br />pay the Company for each ton of salt as it is removed. Reclamation <br />will not consider any proposal which requires the government to fund <br />the offeror'S planning or construction costs. <br /> <br />B-1 <br />
