.1 '; . . , ~
6'0 0815

It is at this time that we look towards greater exchange of
information and ideas in working towards addressing the critical
environmental issues we are now facing. It is hoped that through
forums such as this workshop that there will be increased inter-
action and cooperation between all parties interested in these
issues.

Today, you come here representing federal, state and local
agencies, farming interests, irrigation districts and environmental
groups. We have an impressive group of people here with very
diverse backgrounds and interests -- lawyers, farmers, professors,
economists, environmentalists, Native Americans and water managers..
Each has his or her own perspective on the. wat'er 'issues being.
addressed. However, we hope that in the spirit of cooperation
which fostered the inception of this workshop, all will take off
their "agency hats",. "roll up their sleeves" and work to'+lards
addressing the important issues at hand.

I hope you will now join me in welcoming John Huyler from the
Keystone Center. Because of their extensive experience and
reputation in mediation and dispute resolution, EESI has asked the
Keystone Center to facilitate this worKshop. On EESI's behalf,
John Huyler, Senior Associate at the center, will moderate the
proceedings and discussions. John, and his' associates Barbara
Ingrum, Christi Parker and Martha Tablemanwill facilitate the
workshop discussions later today. It is my pleasure to introduce
to you today -- John Huyler.
