Muss=an, a native of' <br />Wisconsin, as Deputy Assistant Secretary for Science and Education <br />at the U.s, Department of Aqrioulture on August J1, 1989. <br />Dr. MusS1llan brinqs to the position a broad knowledqs ot. the <br />Department and extensive experience in teachinq, research, and <br />manaqelllent. <br /> <br />Dr. Mussman earned his B.S. deqree in aqricultural bacterioloqy <br />from the University ot Wisconsin' in 1999. In the years tbat' <br />followed, he manaqed his fa=i1y beet. cattle ranohinq operation in <br />Kansas while workinq toward his advanced deqrees at Kansae State <br />University. <br /> <br />H~ received his M.S, and Ph.D. deqrees in llIicrobioloqy in 1957 and <br />1959, respeotively, and bis D.V.M. in 1965. For the next seven <br />years, Dr. Musslllan was an assistant prOfessor at Kansas State <br />University, and then an associate professor in veterinery science <br />at the univereity of Nebraska. In~. latter position, he spent <br />thre.. years in COlolllbia, soutll America, headinq the veterinary <br />teohnical assistanoe project of the Nebraska Mission in that <br />country. . <br /> <br />In 1971, Dr, Kussman joined. USDA in consumer and Marketinq <br />Services. He moved to the Animal and plant Health Inspeotion <br />service in 1972, and held positions ot. increasinq responsibility <br />there until 1977 when he aocepted a position with the Food and <br />Aqriculture orqanization of the' U.N. in Rome, Italy. <br /> <br />Returninq to APHIS in~980, he served as the ~qencyla administrator <br />until 19BJ. From then un~il 1986, he vas exeCU~iV8 vice president <br />tor scientit.ic a.t:tairs for ~he National Food Processors Association <br />in Washinq~on, D.C. since 1986, he has been director of the animal <br />health and plant proteotion .proqra~ .tor the Inter-American <br />Ins~i~ute tor Cooperation in Aqriculture at its headquarters in san <br />Jose, Co.~a Rica. <br /> <br />Dr, Husll1llan received the Presidsntial Rank of Meritorious Executiv.. <br />in 198~' a commendation by the California leqislature in 19B2/ and <br />an honorary professorshlp at the National University of Boqota, <br />Colombia, in 1968, Widely published, Dr. Mussman has served on a <br />1a1'9" number ot. national and international committees,' co_issions, <br />and panels over the years, lDany of Which dealt with Mexican- <br />American cooperation on oontrol of animal and plant diseases. <br />
