These costs will be for the <br />travel and pel' diem of the employees of the Department of the <br />Interior while attending meetings and other scheduled activi- <br />ties of the Council and for expenses incurred in the <br />recording and reproduction of the minutes, reports, notices, <br />etc. There will be no Federal financial support for Council <br />members who are employees of state or local governments. <br /> <br />Travel cos ts and per diem will, however, be pai d to pI' i va te <br />citizens with such payments to be governed by the Federal <br />Travel Regulations. Required staff support is estimated to <br />be about 0.50 to 0.75 person-years. Other Federal costs are <br />expected to include travel and per diem of partiCipants of <br />Federal agencies other than Interior. <br /> <br />9. Initially, the Council is expected to meet not more than <br />quarterly, to review program activities. SUbsequently, the <br />meetings are expected to taper off to no less than one re- <br />gular meeting a year, with others called as deemed necessary <br />by the Councilor the designated Federal employee. <br /> <br />10. The duties and functions of the Council will extend <br />beyond the 2-year termination periOd because of the time <br />frame for the planning and construction of the Title II <br />features of Public Law 93-320. Therefore, a new charter will <br />be filed at successive 2-year intervals, as required by the <br />March 27, 1974, revision of the Office of Management and <br />Budget Circular No. A-63. <br /> <br />11. Membership on the Council is specified in the authorizing <br />statute as being comprised of not more than three representa- <br />tives from each of the seven basin States (Wyoming, Colorado, <br />Utah, New Mexico, Arizona, Nevada, and California). The re- <br />presentatives wil serve at the discretion of the Governors of <br />the States ,involved with the membership balanced in terms of <br />points of view represented and functions to be performed. <br /> <br />12. The statutory authority for the Council is contained in <br />section 204(a) of Public Law 93-320, the Colorado River Basin <br />Salinity Control Act, which states: "There is hereby created <br />the Colorado River Basin Salinity Control Advisory Council <br />composed of no more than three members from each State ap- <br />pointed by the Governor of each of the Colorado River Basin <br />States." <br /> <br />July 16, 1982 <br />Date <br /> <br />Signed by James G.
