<br />o <br />~ The Council requests that the ELM support the provisions <br />,...... <br />C,;1 in the Forum's legislation regarding the comprehensive <br /> <br />salinity control program for BLM. <br /> <br />U.S. Fish and Wildlife Service (FWS) <br /> <br />The Council recommends that the FWS continue to <br /> <br />cooperate with and provide assistance to federal, State, and <br /> <br />public or private agencies and organizations in the develop- <br /> <br />ment and protection of fish and wildlife resources associated <br /> <br />with salinity control units. <br />To assure that State and feaeral interests are <br /> <br />coordinated throughout the salinity control planning and <br /> <br />implementation process, the Council also recommends more <br /> <br />consistent attendance of FWS representation at Forum, <br /> <br />Adv isory Counc il, Work Group, and Federal Interagency Coor- <br /> <br />dination meetings. <br /> <br />The Council further suggests that FWS seek creative ways <br /> <br /> <br />and means to balance the agency's responsibility in the <br /> <br />protection and conservation of fish and wildlife resources <br /> <br />with the recognized needs of salinity control in the Colorado <br /> <br />River Basin. The Council is particularly concerned with the <br /> <br />wildlife replacement proposal for the Lower Gunnison Salinity <br /> <br /> <br />Control Unit, which calls for the purchase of private lands <br /> <br /> <br />to replace the disturbed wildlife values. The Council recom- <br /> <br />mends that the FWS improve the management of the abundant <br /> <br /> <br />federal land in the area to replace these wildlife values <br /> <br />in lieu of acquiring and using limited private lands with the <br /> <br />-15- <br /> <br />"j <br />jk",J <br />
