<br />'::::l <br />0) <br />J-..t. mends that Reclamation and the states continue to work <br />""'" <br />towards utilizing at least one level of water use projections <br /> <br />which are identical. <br /> <br />Bureau of Land Management (BLM) <br />The Bureau of Land Management is required to manage <br /> <br />public lands in accordance with the "multiple-use" concept. <br /> <br />The Council recommends that salinity control be included as <br /> <br />a major component of BLM's land management planning, and that <br /> <br />this objectve be given a high priority in plan development <br /> <br /> <br />for the public lands within the Colorado River Basin. It is <br /> <br />recognized that such a priority will increase the workload <br /> <br />for both the District and state offices and will require <br /> <br />increases in funding for implementation. <br /> <br />The Council is pleased that BLM is continuing to <br /> <br />maintain the data collection network at the Sinbad Valley <br /> <br />site. Construction of the Sinbad Valley Unit is pending <br />legislative action. <br /> <br />Identification of saline source areas other than those <br /> <br />described above should continue in FY 84 with feasibility and <br />watershed activity plans completed in FY 85. Cost effective <br />salinity controls in new areas should be implemented in FY <br /> <br />86. Preliminary cost estimates exceed the BLM watershed <br /> <br />improvement budgets for both the states of Colorado and Utah, <br /> <br />and it will be necessary for Congress and the Administration <br /> <br />to determine the most effective and appropriate means of <br /> <br />funding these salinity control measures. <br /> <br />-14- <br /> <br />~^ , ^ <br />...,-~ <br />
