<br />o <br />OJ <br />~-, <br />o <br /> <br />Protection Agency, and the local entities in addressing these <br /> <br />issues. <br /> <br />Ih~_Q2!2r~~2_~lY~E-~ater Quality Improvement Program - <br />Since the publication of the Forum's Sixth Annual Report on <br /> <br />the Colorado River Basin Salinity Control Program, some <br /> <br />changes have been made in the scheduled completion dates for <br /> <br />feasibility reports on the units identified in Public Law 93- <br />320. The Council remains concerned with the drawn-out sche- <br /> <br />dule for planning studies, and urges Reclamation to continue <br /> <br />using the services of consulting engineering firms to <br /> <br />expedite the planning studies. <br />The Forum sponsored legislation to amend Public Law 93- <br /> <br />320 would authorize the construction of five additional <br /> <br />salinity control units by the Department of the Interior: <br /> <br />Stage I of the Lower Gunnison Basin Unit, Colorado; the <br /> <br />McElmo Creek Unit, Colorado, as a modification to the Dolores <br />Project (now under construction), the Big Sandy River Basin <br /> <br />Unit, Wyoming, the Sinbad Valley Unit, Colorado; and the <br /> <br />Saline Water Use and Disposal Opportunities Unit, multi- <br /> <br /> <br />state. Salinity control would be achieved by two of these <br /> <br />uni ts by <br /> <br />reducing seepage from irrigation canals and <br /> <br />laterals, thus reducing salt contributions, one unit in- <br /> <br />volves control of saline flows from springs and ground water <br /> <br />seeps, and two units involve the use and disposal of saline <br /> <br />waters by industry. Once authorized by the Congress, the <br /> <br />Department of the Interior should be prepared to seek appro- <br /> <br />priations and proceed with construction of these units. <br /> <br />-10- <br />
