1'> :.,'~~ .'
."'. .1. '.f'

Chapter 1 - Gather Existing Information

component of the plan was a 4,100 acre-foot reservoir to be located on
Cement Creek. Although economically justified, the plan was not
considered appropriate for Federal development at the time because of its
$mall size. The report makes no recommendations for further Federal
actions on the project, but preserves the results of the studies if changing
conditions indicate that reconsideration of the project is warranted.

d. Item/Title: Phase I Feasibility Study for Upper Gunnison-Uncompahgre Basin
Final Report and Task Memorandums

Prepared by: HDR Engineering, Inc. for the Colorado Water Resources and
Power Development Authority, Denver, CO.

Date: May 1989

Abstract: This study covered the Upper Gunnison sub-basin (IJPstream of
Crystal Dam) and the Uncompahgre sub-basin. The study identified ann
evaluated water resource management plans to enhance the water-based
economy of the study area in an environmentally sound manner. Structural
measures, including dams, pipelines, and tunnels, were examined to
develop additional water supplies consistent with the in-basin needs and
Colorado's compact entitlements. Non-structural measures, including
enhanced water management through water exchange, reuse, and
conservation, were examined to obtain greater environmental and economic
benefits from the existing resource base.

36

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
