Statement: The objective of the investigation is to formulate <br />a plan or program for the preservation and development of the existing <br />and potential resources of the basins to adequately serve their l'ecrea- <br />tional needs and obtain the greatest social and economic benefits from <br />these resources. This phase of the comprehensive survey will be con- <br />cerned with public outdoor recreation areas and facilities, excluding <br />those within municipalities. It will be concerned, with: existing <br />recreational areas; scenic, historic, geologic, and biotic features of <br />natural recreational regions; and the development of new recreational <br />areas and facilities, includ.ing their effects on other features of the <br />comprehensive plan. <br /> <br />b.
