<br />The 1975 tiscal year's activities in the Upper <br />Coiorado Region were mostly oriented <br />toward initiating environmental studies in <br />preparation for future National <br />Environmentai Policy Act (NEPA) <br />compliance efforts. Biota inventory studies <br />were initiated for environmental statements <br />scheduled in fiscal year 1977 on the <br />Diamond Fork power system, the Jordanelle <br />Reservoir site, and the Provo River, <br />Bonneville Unit, Central Utah Project. Major <br />studies were also initiated with the Utah <br />Division of Wildlife Resources on the Uintah <br />and Upalco Units of the Central Utah <br />Project. In Colorado, environmental studies <br />were completed on Paradox Valley, Dolores <br />Project, and Dallas Creek Project in <br />preparation for environmental statements <br />scheduled for fiscal year 1976. Other <br />studies were initiated on the San Miguel <br />and Animas-La Plata Projects. <br /> <br />6 <br /> <br />National Environmental Policy Act <br />Activities <br /> <br />The Region entered into a major fishery <br />study agreement with the Forest Service, <br />Fish and Wildlife Service, and the Utah <br />Division of Wildlife Resources for funding <br />a study to be completed by the Utah State <br />University Cooperative Fishery Unit on the <br />effects of varying streamflows on aquatic <br />ecosystems. The objective is to perfect a <br />model developed by the Cooperative <br />Fishery Unit through field testing. This <br />study will take approximately 7 years to <br />complete. <br /> <br />A major effort was underway to assess <br />environmental impacts on the Colorado <br />River and Lake Powell because of the <br />operation of Glen Canyon Dam. This effort <br />is the result of the litigation on Glen <br />Canyon, Nakai Ditl'oi vs Morton. <br /> <br />Draft environmental statements were filed <br />with the Council on Environmental Quality <br />(CEO) for the Jensen Unit of the Central <br />Utah Project, alternative proposals to China <br />Meadows Dam on the Lyman Project, and <br />the EI Paso and WESCO coal gasification <br />projects, which are located in the Four <br />Corners area. Other major industrial <br />environmental statements were initiated on <br /> <br />modifications to the Four Corners <br />generating station and three additional units <br />at the San Juan generating station. <br /> <br />Public hearings were held at Window Rock, <br />Ariz., and Farmington, N. Mex., on the EI <br />Paso and WESCO gasification draft <br />environmental statements. The hearings <br />attracted much attention from the residents <br />on the Navajo Indian Reservation. Final <br />environmental statements were filed with <br />CEO on September 5,1974, for the <br />proposed contract for sale of municipal and <br />industrial water from Fontenelle Reservoir, <br />Seedskadee Project, Wyoming, and on <br />January 25, 1975, for the Huntington Canyon <br />generating station and transmission line, <br />Utah (2nd Unit). <br /> <br />No new NEPA compliance litigation was <br />initiated in fiscal year 1975. <br /> <br /> <br />Recording Fishery Data, Upper Provo River. <br />
