Seo(emher 14. 1!~Jl - 1:1 <br /> <br />McCain: Canyon Bill <br />Should Pass Senate <br /> <br />PHOENIX (A?) - Ser.. ,John <br />McCain said Friday he has assur- <br />ances from Senate leaders that <br />legislation to protect the Grand <br />Canyon from widely fluctuating <br />Colorado River flows will pass by . <br />the end of the current session. <br />The Arizona Republican com- <br />mented from Washington shortly <br />after he failed to earn support to <br />add the measure, dubbed the <br />Grand Canyon Protection Act, to a <br />$12.7 billion appropriations bill for <br />the Interior Department in 1992. <br />The McCain legislation was ex- <br />cluded by a 65-34 vote_ <br />Last year the Senate passed a <br />similar bill, also sponsored by <br />McCain, but it died in the House. <br />"We regret that this important <br />bilI. critical to stop current degra- <br />dation of the canyon. was defeated <br />by the Senate on a procedural <br />vote," McCain said. "I am <br />pleased, however, that we re- <br />ceived commitments from lead- <br />ers on both sides of the aisle to <br />pass the bill before the session <br />ends." <br />. Sen. Robert C. Byrd, ['-W.Va., <br />chairman of the Senate Appropri- <br />ations Committee, argued the <br />McCain measure would violate <br />1990's budget agreement by de- <br />creasing federal revenues by S30 <br />million through sales of <br />electricity. <br />McCain said .the violation was <br />only technical and that reducing <br />flows through the dam on the Ari- <br />zona-Utah border "won't cost the <br />taxpayers a penny." <br />The biII would require Glen Can- <br />yon Dam to be managed in a man- <br />ner which protects the canyon.
