<br />WASHINGTON - In what Sen. John
<br />McCain angrily called an "unconsciona-
<br />ble" move, the Senate today blocked an
<br />attempt by the Arizona Republicantowm
<br />passage of a bill aimed at protecting the
<br />Grand Can)'on from the operations of
<br />Glen Canyon Dam.
<br />"What has been done here is very
<br />interesting, and 1 believe that people all
<br />over the country are going to be out-
<br />raged," McCain said after the Senate, in a

<br />curb the dam's operations to pro-

<br />Lujan is scheduled to make a
<br />decision by Nov. 1 on interim
<br />measures to restrict water releases
<br />from Glen Canyon, but M<:Cain
<br />and environmental groups want to
<br />
<br />impose congressional direction
<br />over the Western Area Power
<br />Administration, a federal agency
<br />that operates the dam for power
<br />interests and utilities.

<br />"This is an obligation that 1
<br />have not to the people of Arizona,
<br />not to the people of the U.S.. but to
<br />the people of the worid," McCain
<br />told his fellow senators.

<br />But his effort to win quick
<br />passage of the bill met sudden
<br />death when Sen. 'Robert Byrd,
<br />D-W.V.. head of the appropriations
<br />committee, rose to oppose
<br />McCain's amendment, saying it
<br />represented a violation of last
<br />year's budget agreement.
