<br />. <br /> <br />. <br /> <br />3,854 mar This estimate is based on the collective use through January 2000 by the Palo Verde <br />Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the Imperial Irrigation <br />District (lID), and the Coachella Valley Water District (CVWD), Figure 1, found at the end of this <br />report, depicts the historic projected end-of-year agricultural use for the year, <br /> <br />Colorado River Operations <br /> <br />Schedule a/Calendar Year 2000 Water Delivery to Mexico <br /> <br />Since the last Board meeting, Reclamation has acknowledged Mexico's request for the delivery <br />of 1.7 million acre-feet of Colorado River water during calendar Year 2000, This annual delivery <br />amount includes an additional 200,000 acre-feet as provided for in the surplus provisions of the <br />2000 Annual Operating Plan for the Colorado River System Reservoirs, Included in the handout folder <br />is a copy of Reclamation's January 13, 2000, letter to the International Boundary and Water <br />Commission stating its acknowledgment Attached to that letter is Mexico's current delivery schedule, <br />This schedule could be modified later in the year to take advantage of possible unscheduled excess- <br />releases, <br /> <br />Quarterly Status 0/ Pending Contract Actions <br /> <br />Included in the handout folder is a copy of the quarterly status of pending contract actions, dated <br />January 11,2000, prepared by Reclamation, Of special interest to the Board are Items 6,7 and 8 which <br />deal with contracts for miscellaneous present perfected right (PPRs) entitlement holders, Items 22 and <br />23, page 3, concern lID's, CVWD's, and MWD's funding of Interior's expenses to conserve AlI- <br />American Canal and Coachella Branch seepage waters to satisfY the San Luis Rey Indian Water Rights <br />Settlement Item 52, appearing on page 5 states in effect that the "Key Terms for Quantification <br />Settlement Among the State of California, lID, CVWD, and MWD - October 15, 1999" will be <br />incorporated into the water delivery contracts for those agencies (the State of California does not have, <br />nor will it have, any Colorado River water delivery contracts with the federal government, unlike the <br />states of Arizona and Nevada), <br /> <br />24-Month Study <br /> <br />r <br /> <br />The latest 24-Month Study, prepared by Reclamation, dated January 11,2000, shows no flood <br />control releases for the years 2000 or 2001, Previous studies have projected flood control releases in <br />these two years, It is not believed that the surplus provisions of the 2000 Annual Operating Plan (AOP) <br />are injeopardy because 1) the Colorado River reservoir system is currently 90 percent full, 2) 700,000 <br />acre-feet of water was release from the system to build flood control space last September through <br />November, and 3) the Federal government has committed to a surplus delivery to Mexico, However, <br />the Board should be aware that others in the Colorado River Basin may suggest that the Secretary of <br />the Interior change his declaration to a "Normal Declaration" in the Year 2000 because of the projected <br />runoff in 2000, The 1996 AOP's "Normal Declaration" was, in fact, changed to a "Surplus <br />Declaration" in mid-1996, <br /> <br />2 <br />
