<br />Research 1nto the effect1veness of downstream capture dev1ces <br />should be pursued. Installat10n of such a dev1ce would increase <br />allowable opportun1ties for stock1ng. <br /> <br />The state's f1shing regulat10ns should be looked at to determine <br />confl1cts w1th endangered f1sh'. For example, 1n September 1984 <br />regulat10n changes allowed the use of 11ve f1sh as ba1t 1n <br />ma1nstem Colorado, 1mportantsquawf1sh and humpback chub hab1tat. <br /> <br />4. Who - Upper Bas1n states and the USFWS need to make a joint <br />commitment. <br /> <br />5. When - A curta11ment plan should be developed and 1mplemented. <br /> <br />E. E11m1nat10n of Exot1c F1shes 1n the System <br /> <br />1. Effect1veness - See Sect10n D, part 1. <br /> <br />2. Water 1mDacts - Stocking has been used as a mitigat10n measure <br />1n the past. <br /> <br />3. Where - El1minat10n of exot1cs from the system would requ1re a <br />mass1ve effort wh1ch 1s probably unrea11st1c to attempt. Spot <br />treatments to e11minate exot1cs from part1cular locat10ns may be <br />accomp11shed but are expens1ve and possibly of short durat1on. <br /> <br />In response to the higher flows 1n 1983-84 native Yampa fishes <br />reproduced very successfully whereas the1r exotic counterparts <br />did not. If this relat10nsh1p of increased flow/dec11n1ng <br />exot1cs could be quantified, flows could potent1al1y be <br />man1pulated on controlled parts of the system to help nat1ve <br />reproduct10nwhile hindering exot1cs. Th1s relat10nship could <br />be the subject of m1d-range research. <br /> <br />4. <br /> <br />!!.h2. - Open <br /> <br />When - Research could be in1t1ated now. Elimination efforts <br />could be undertaken anytime deemed desirable. <br /> <br />5. <br /> <br />F. Fish PassaQe Facilities - ExistinQ Structures <br /> <br />1. Effectiveness - Exist1ng structures are known to have limited <br />the range of Colorado's endangered fish, except for the humpback <br />chub, by 1mpeding passage to adjacent habitats. Humpback chub <br />appear to be more habitat fa1thful and documented movements <br />within populations have not exceeded six river miles. <br /> <br />F1sh passage facilities hjlve worked w1th other species of <br />squawf1sh but have not been studied specifically for the <br />Colorado squawfish. Passage facilities, particularly when <br />retrof1t, may be costly to constr~ct. <br /> <br />- 9 - <br />
