:; ,;-.

f. There may be trade-offs between reservo1r releases for
endangered f1sh spec1es and the hab1tat requ1rements of the
gold medal trout f1shery 1n the Fry1ngpan R1ver below Rued1.

3. Where - Rued1 1s somewhat d1stant from cr1t1cal hab1tat, so
effectlveness w1ll be m1n1mal unless water 1s part of an
exchange agreement to guarantee that 1t reaches target areas or
lnstream flows are decreed to the Colorado Water Conservat1on
Board.

4. Who - The Bureau mlght be able to set as1de some port1on of
Rued1 water or It mlght be possfble for water to be purchased by
other federal agencles or prlvate ent1t1es for use by endangered
flsh. Water rlghts for Ruedl are held by the Colorado R1ver
Water Conservat1on Dlstrlct.

5. When - Flows are avallable lmmed1ately subject to resoluHon of
the above lssues.

D. Curtall Plantlnq of Exot1c F1shes

1. Effectlveness - Exotlcs such as the northern p1ke appear to
occupy the same habltat n1che as the squawfish. Othllr specles
whlch may also be competlng for habitat include: channel
catfish. redside shlner, largemouth bass and the green sunflsh.
Results from USFWS research uS1ng tagged squawfish in locations
where exotlcs are present have provided overwhelm1ng evldence
that exotlc predators do eat squawfish.

The presence of exotic flsh also increases the risks from
predatlon and 4lsplacement for the humpback chub.

There do not appear to ,be major conflicts between trout and
endangered species. Trout do not travel the rlver or compete
for the same habitat.

Effectlveness of curtallment may be llm1ted because many specles
are already reproduclng In the system. It might be necessary to
eliminate establlshed populations of exotics.

2. Water lmoacts - Stocklng has been used as a mitigat10n measure
in the past.

3. Where - In the past, both the USFWS and DOW have stocked warm
water flsh and the State of Colorado continues to stock to
provlde fish for off-channel reservoirs and lakes.

stocking should be curtailed by all states 1n the Basin and the
USFWS. Stocking should be confined to instances of identlfied
need off the mainstem, where lack of conflict can be clearly
demonstrated ,in consultation with xhe USFWS.

- 8 -
