....::".

4. Who - A hatchery effort could be undertaken eIther joIntly by
the USFWS and DOW or solely by one of the agencIes. The USFWS
may be best equIpped toln1tlate any hatchery project, provIdIng
capItal constructIon and engIneering experience. state agencIes
could assume responsIbility for long-term operatIon and
maIntenance at federal expense.

5. When - A feaslbll1ty study of the RHle hatchery sIte could be
completed wIthIn one year, possIbly usIng Colorado Water
ConservatIon Board engIneering and USFWS/DOWhatchery
expertIse. With adequate funding, hatchery constructIon In both
subbasIns could be ln1tlated withIn two years.

Hatchery brood stock need to be assembled over the first four to
five years. Stock may be kept in a temporary facll1ty until
hatcherIes are designed and constructed or exIstIng facIlItIes
are enlarged. Permanent facilitIes must be fully operational
when fish reach breedIng age, seven to nine years for the
squawfish.

Concurrently, research should be done before the fIsh mature to
better determine:

o DetaIls of imprInting whIch affect the locatIons selected
for stocking and the ,age of fl sh stocked.

o SpecIes use of lnstream passage devIces.

o InterspecIfIc interactions.

TheUSFWS should take the lead on Insuring requIred research is
underway.

B. Requlate f.lamlnq Gorqe

1. Effectiveness - The direct effects of Flaming Gorge operation
pertain to the Colorado squawflsh In the Upper Green River. The
closest suspected habitats of the humpback chub are Whirlpool
and Desolation Canyons, sItuated downstream of the immediate
Influence of Flaming Gorge.

It Is unclear whether the effects of FlamIng Gorge on the
Colorado squawf1share the result of temperature or flow
changes. Harold Tyus's (USFWS) work suggests the loss of entIre
age classes two years In a row were due to the 20.C dHference
in temperature between the Green RIver and the Yampa where the
fish originated.

In a controlled lab experiment at Utah State University, results
indicated the effects of temperature were much less dramatic.

- 5 -
