D1scuss10n covers the
relat1ve mer1ts and constra1nts of components and the issues of t1m1ng,
10cat1Qn and 1mplementat10n. Th1s mater1al 1s 1ntended to prov1dean
overv1ew of the 1ssues that are faced 1n creat1ng a ,workable recovery
plan.

A. F1sh hatchery

1. Effect1veness - All three 'ederally11sted fishes and the
razorback sucker can be reared. Two hatcher1es operat1ng 1n New
Mex1co and Ar1zona have been successfully ra1s1ng these f1sh at
a rate of several hundred thousand a year.

More 1nformat10n 1s needed about the behav10r of hatchery reared
f1sh:

how they react and 1nteract w1th w11d populat10ns

when 1mpr1nt1ng occurs -- a factor cr1t1cal to reproduct1ve
success

H they d1splace wnd populat10ns by breed1ng or hab1tat
compet 1t 1 on.

The 11m1ted populat10ns of the f1shes may make 1t d1ff1cult to
capture the number of f1sh requ1red to min1mize 1nbreed1ng of
the hatchery brood stock.

2. Water 1mpacts - Water rights would need to be acqu1red for the
hatcher1es. R1ghts would 1nclude a d1vers10n right w1th storage
attached to 1t and r1ghts to cover evaporat10n losses. Hatchery
flows may be most atta1nable 1n the Yampa, Wh1te and Gunn1son
R1vers.

3. Where - Hatcher1es need to be placed 1n each of the two
subbas1ns support1ng Colorado squawf1sh and humpback chub
populat10ns -- the Green R1ver subbas1n and the Colorado River.
Spec1fic 10cat10ns are flex1ble but best tied to exist1ng or
planned spawning areas.

The USFWS has completed a hatchery feas 1 b1l 1ty study for the
Green River in Utah. The ex1st1ng RHle hatchery operated by
Colorado DOW could be a cand1date for expans10n to handle
endangered f1sh for the Colorado' ,ma1nstem.

Hatchery brood stock should be collected from the1r respective
populat1ons. These hatcher1es would also prov1de su1table s1tes
for rais1ng bonyta11 chub and razoTback ~uckers wh1ch could be
stocked at habitat 10cat1ons throughout the Upper Bas1n.

-4 -
