<br />Elements of a Recovery Plan must 1nclude specH1c measures to 1mprove <br />nab1tat cond1t10ns now, coupled w1th a program of research to enhance <br />long-term recovery capabl11ty. Part II of th1s paper outl1nes several <br />components ava1lable for use 1n a Recovery Plan. The effect1veness and <br />poss1ble constra1nts of each component are summar1zed along w1th a <br />d1scuss10n of t1m1ng, sponsorsh1p and 1mplementat10n. <br /> <br />Part III addresses the Sect10n 7 consultat10n process, d1scuss1ng a <br />var1ety of approaches and components. Sect10n 7 respons1bl1 H1es should <br />\:Ie clearly dHferent1atedfrom recovery needs. Sect10n 7 requ1rements <br />would be 11m1ted to cond1t10ns 1mposed on future water projects 1n <br />response to potent1al project-spec1f1c 1mpacts. <br /> <br />The paper concludes wHh the state of Colorado's recommendat10ns for <br />how to proceed to conclus10n on the current effort. Th1s section 1s <br />1ntended to encourage d1scuss10n of a process for complet1ng the <br />Coordlnat1ng Comm1ttee's work. <br /> <br />B. Endangered F1shes <br /> <br />The components of recovery or Sect10n 7 should be d1scussed 1n the <br />context of what we know about each of the endangered f1sh spec1es. Th1s <br />assessment has been largely completed by the B1010g1cal Sub-comm1ttee and <br />presented 1 n the "Sens 1 t 1 ve Hab1tats Document for Threatened and <br />Endangered Species" and 1s also d1scussed 1n the draft Recovery Plans. <br />Using thIs background, assumptions can be made on feas1ble recovery and <br />research opt10ns for each of the spec1es. These assumpt10ns ar.e brIefly <br />d1scussed below. <br /> <br />Colorado sQuawf1sh -- A major1ty of the research effort on Upper Basin <br />endangered f1sh has focused on the Colorado squawf1sh. Parts II and III <br />outline ~otential components d1rectly app11cable to recover1ng and <br />manag1ng th1s specIes. <br /> <br />Humoback chub -- Research has been done on the humpback chub to ident1fy <br />1mportant hab1tats and address taxonom1c questions. Components out11ned <br />in Parts II and III are d1scussed for the humpback chub where applicable. <br /> <br />Bonvta11 chub -- The USFWS recovery plan for the bony tail chub calls for <br />1mmed1ate capture of brood stock to prevent extincHon/ext1rpat1on. The <br />plan d1d not cons1der recovery of the bony tail a rea11st1c opt10n ~t th1s <br />t1me. <br /> <br />USFWS hatchery fac11ities 1n New Mex1co and Ar1zona have successfully <br />reared bonyta1l and a hatchery program appears a reasonable in1tial <br />approach for th1s f1sh. The hatchery component of Part II is appl1cable <br />for the bonyta11. Rema1n1ng recovery components cannot be developed <br />unHl more is known about the habitat needs of the f1sh. <br /> <br />Razorback sucker -- The razorback sucker is state 11sted as endangered <br />and a federal cand1date (Category ~) species. <br /> <br />- 2 - <br />
