Introduction <br /> <br />Last year the Bureau of Reclamat10n, Fish and W{ldlife Service, <br />States of Colorado, Utah, and Wyoming entered into a memorandum of <br />understandi ng (HOU) seeki ng to avoi d confl i cts between endangered fi sh <br />species preservation and water deve)opment in the Upper Colorado River <br />Basin. The MOU has resulted in cooperative efforts to compile and <br />analyze existing information concerning Colorado R1ver endangered f1sh <br />spec1es and to project future hydro)og1c cond1t10ns in the Upper Colorado <br />R1ver Bas1n. In the view of the Colorado Department of Natural <br />Resources, these efforts have been fruitful given the resources available <br />for this special, one-time, interagency activity. Of course, many <br />uncertainties remain about some aspects of the endangered fishes'status <br />and habitat requirements. <br /> <br />The Coordinating Committee should now take what has been learned and <br />use that information to develop a program for future action. To that <br />end, this discussion paper' has been prepared to provide an overview of <br />potential approaches to both the recovery of the species and Section 7 <br />consultations. <br /> <br />While the HOU calls only for consideration uf the Section 7 <br />consultation process, the deliberations of the last year have evolved to <br />also include consideration of the recovery plans provided for by section <br />4(f) of the Endangered Species Act. Thus, this discussion paper speaks <br />to 'both aspects of the Act. However, Colorado bel 1eves that the two <br />sections of the Act have different purposes and requirements which must <br />be reflected in the Coordinat1ng Comm1ttee's deliberations. <br /> <br />As a discussion document, the ideas set forth herein do not represent <br />the final position of the state concerning administration of the <br />Endangered Species Act. Rather, this paper is des1gned to summarize what <br />has been learned about the species and. in light of that, to put on the <br />table for discussion alternative means for effect1ng the recovery of the <br />spec1es and meeting the requirements of Sect10n 7 consultat10ns. <br /> <br />The paper is presented in four sections, as follows: <br />Part I - Introduction <br />Part II - Recovery Components <br />Part III - Section 7 Components <br />Part IV - Recommendations for Proceeding <br />
