<br />PART IV <br />RECOMMENDATIONS FOR PROCEEDING <br /> <br />A. Recovery Plan <br /> <br />The creatIon of a responsIble, balanced recovery plan for Colorado's <br />endangered fIsh Is a tremendously complex task. Many questIons remaIn as <br />to the behavIor and habItat needs of the specIes, and on the actual <br />effectIveness of the measures we can take to assIst them. In addItion, <br />many of the measures available to us are heavily constrained by legal, <br />InstItutIonal, and cost consideratIons. <br /> <br />Nevertheless, a Recovery Plan must be developed. <br />Colorado has the followIng recommendatIons for how to <br />a recovery plan: <br /> <br />The State of <br />proceed to develop <br /> <br />o Recovery of the endangered specIes can only be achIeved by <br />ImplementIng an aggressIve, clearly defined Recovery Plan. <br /> <br />o FormulatIon of a draft Recovery Plan should be the <br />responsIbIlIty of the CoordInatIng CommIttee. The draft should <br />Identify the recovery components, a schedule for Implementation, <br />and clearly desIgnate staff and fundIng commitments. <br /> <br />o The CoordInatIng CommIttee should retaIn oversIght of the <br />recovery effort for an agreed upon Interval Into the future. <br /> <br />o An Interagency subcommIttee of the CoordInatIng Committee should <br />be convened specIfIcally to develop and schedule the research <br />program for the next 10 years and to provIde ongoIng revIew and <br />coordInatIon of research and data management. <br /> <br />o WhIle recovery Is clearly a federal oblIgatIon under the Act, <br />the cost of aggressIve recovery will far exceed currently <br />avaIlable USFWS funding. lhe CoordInating CommIttee wIll have <br />to squarely face thIs Issue and make realistic decIsions on the <br />staffing and fundIng commItments for any Recovery Plan. <br /> <br />Recovery Plan elements as dIscussed In Part II should be considered <br />for InclusIon In the recovery effort. Elements Include: <br /> <br />hatchery facIlItIes <br />fIsh passage retrofIts <br />regulation at FlamIng Gorge <br />releases from Ruedl <br />maIntenance of Instream flows <br />groundwater development <br />agrIcultural conservation, <br /> <br />- 19 - <br /> <br />~. .~...' <br /> <br />". ~".' ~ .
