Effectiveness -Where a project clearly impacts endangered fish <br />it may be appropriate for the proponent to undertake or <br />contribute to some task already being done as part of the <br />recovery effort. This must be carefully handled to recognize <br />the distinction between the obligations of Section 7 and <br />recovery and contributed funds should be clearly earmarked for a <br />specific task. <br /> <br />Examples of this approach could include the following: <br /> <br />a) where a project involves the taking of habitat it may be <br />appropriate to require eliminating exotics from a <br />s imi1ar downstream stretch so that there i sno net <br />Change in available habitat; <br /> <br />b) funds could be contributed to ongoing hatchery work or <br />aid a nearby stocking effort so that there is no net <br />change if fish populations; <br /> <br />c) contributions may be made to support ongOing research on <br />effects similar to those which would be created by the <br />project; <br /> <br />d) the proponent could contribute to the water right <br />acquisition program or institute a conservation measure <br />designed to reduce demand. <br /> <br />2.
