<br />Assemblyman Thurman also recently authored
<br />state Assembly Joint Resolution No. 12 asking that
<br />the federal government construct the drain to serve
<br />the federal water users of the San Luis, Delta-Men-
<br />dota, and other valley service areas if and when they
<br />ever desire service. A reauthorization proposal for
<br />the San Luis Drain must be approved by Congress be-
<br />fore the drain can be built, and while a Bureau of
<br />Reclamation spokesperson says this poses no major
<br />problem, budgetary constraints might continue to de-
<br />lay the project. Thurman's resolution noted that a

<br />major portion of the valley's fertile land will go out
<br />of production by the year 2000 due to the salt buildup
<br />problem. It notes that although few state water con-
<br />, tractors are interested in agreeing to financially sup-
<br />port a valley drain, the Legislature has an interest in
<br />protecting all of California's valuable agricultural
<br />land regardless of whether the area's resources are
<br />located in federal, state, or private water service
<br />areas.
