<br />~:r-<' <br /> <br />, <br />-- <br /> <br />. <br /> <br />. <br /> <br /> <br />1993 <br /> <br />4) Colorado scuawfish: <br /> <br />a) The Yampa River should be designated up to river mile 120, not to the <br />city of Craig. <br /> <br />b) The upper limit for the White River should be Taylor Draw Dam based on <br />the Service opinion allowing this structure. <br /> <br />c) The Division does not support designating the Gunnison River above the <br />Redlands Power Diversion Dam to Delta, nor the Colorado River above the <br />Highline Diversion Dam to Rifle as critical habitat. <br /> <br />This is presently unoccupied habitat that, through experimental approaches, <br />may serve as occupied habitat for resident adult populations. If <br />experimental approaches prove successful, designation of these reaches as <br />critical may be warranted in the future. <br /> <br />Also for the record, we want to: <br /> <br />1) re-emphasize that the critical habitat designations, as well as all recovery <br />efforts, should be based upon established recovery goals for each species. <br /> <br />2) express the opinion that the information provided in the Federal Register, <br />Service information leaflets, and reference to FIMA maps was inadequate for the <br />purpose of soliciting comment. The critical habitat designations provided in the <br />Federal Register should have shown the lateral boundaries of floodplsin habitats <br />included based on the proposed 100-year floodplain criteria, and cite the data <br />sources supporting the biological basis for the 100-year floodplain designation. <br /> <br />Sincerely, <br /> <br />/}o-w- <br /> <br />Thoma~~.
