<br />Bonvtail: There is no data to justify designating critical habitat for this
<br />spec~es. Only implementation of a large-scale, scientifically-based
<br />reintroduction program will permit us to determine if and where critical
<br />habitat may exist for this species in the Upper Basin.

<br />Also for the record, we want to re-emphasize that the critical habitat
<br />designations, as well as all recovery efforts, should be based upon established
<br />recovery goals for each species. We also want to express the opinion that while
<br />we acknowledge the ~ effort necessary to designate critical habitat, the
<br />information provided in the Fe ral Register, Service information leaflets, and
<br />reference to FIHA maps was ina equate for the purpose of soliciting conunent. The
<br />critical habitat designatio provided in the Federal Register should have shown
<br />the lateral boundaries of oodplain habitats included based on the proposed 100-
<br />year floodplain criter' , and cite the data sources supporting the biological
<br />basis for the 100- ar floodplain designation. If you have any questions

<br />Colorado sauawfish: The Yampa River should be designated up to river mile
<br />120, not to the city of craig, and the upper limit for the White River
<br />should be Taylor Draw Dam based on the Service opinion concerning this
<br />structure. The Division does not support designating the Gunnison River
<br />above the Redlands Power Diversion Dam to Delta, nor the Colorado River
<br />above the Highline Diversion Dam to Rifle as critical habitat based on
<br />historic fish distribution and stOCking records. This is presently
<br />unoccupied habitat that, through experimental approaches, may serve as
<br />occupied habitat for resident adult populations. Recovery efforts in these
<br />reaches should not be constrained by the legal requirements of the
<br />Endangered Species Act concerning critical habitat. If experimental
<br />approaches prove successful, designation of these reaches as critical may be
<br />warranted in the future.
