on2172

COnstruction of these facilities will be phased to serve Wolf
Creek Valley as the developnent progresses.

Flow factors and the results of engineering studies have
indicated that a wastewater treatment plant with an ultimate
capacity of approximately 1.5 million gallons per day will be
required.

The ultimate wastewater facilities a!e projected to require
funding in the amount of $6,385,000. Of this amount,
$2,755,000, will be funded by District No. II and $3,630,000
will be funded by Wolf Creek Valley District No. III.

On october 1, 1985, District II issued $3.78 million of
General Obligation Bonds for improvements.

District No. III has three phases of general obligation
bonds; $9,860,000 in 1988, $10,830,000 in 1994 and $7,115,000
in 2001.

Revenues to Districts No. II and III will be from a mill levy
estimated at 35 mills. It is also expected that the county's
4 mill levy collected at Wolf Creek Valley will be pledged to
the district for road improvements.

(5) Public utilities

In 1985, La Plata Electric Association upgraded the
transmission line into Wolf Creek valley. This allows
limited electrical caIXIcity. Depending on the alternative
chosen and amount of private land developnent, actual
electrical demand will need to be determined. If Alternative
Two or Three is chosen upgrading and relocation of utilities
will be necessary. When need is determined the proponent
would have to apply to La Plata Electric Association and pay
for installation of the upgraded electrical utilities.

For natural gas service, Wolf Creek Valley has a tentative
contract with Citizens utilities to install a gas line to the
developnent from pagosa Springs in 1986. It is anticipated
that the entire project will be heated by natural gas.
Citizens Utilities is willing to grant that service provided
the necessary lines are exteroed at the developer 's expense.

I
I
.I
I

Telephone service in the area is a private enterprise
operation. Several providers are operating in the pagosa
Springs area and are capable of prO'Jiding service to Wolf
Creek Valley. Easements for lines will be requirerl before
service is provided.

227
