Land Use <br /> <br />a. Alternative One <br /> <br />I <br />With this alternative land use on National Forest' System land is <br />expected to remain unchanged. I <br /> <br />Under the no-action alternative, on-site land use I'Will shift from <br />the existing agricultural uses to residential, I commercial and <br />recreation uses. U.S. Highway 160 would not be relocated and the <br />proposed' ski base area developt\ent would be ~eplaced with a <br />limited number of single-family residences. OIIerall density <br />within the village center would also be reduc~d by about 20 <br />percent from what is proposed for Alternatives ~r and Three. It <br />is also expected that the actual pace of deve"'joJ;trent would be <br />slower. : <br /> <br />The off-site land use inpacts under this alternative would be <br />considerably lower. Without the tourist population and income <br />associated with the ski resort, the cOIm'ercial developnent <br />potential would be diminished. The impetus, hOfever, for small <br />scale commercial stores and fast food restaurants to locate <br />, <br />between Wolf Creek valley and pagosa Springs wopld still exist. <br />Without some land use controls and design stClj1dards, the same <br />level and quality of developnent that exists I west of pagosa <br />Spr ings along U . S. Highway 160 to pagosa L~es would likely <br />develop. i <br /> <br />b. Alternatives Two and Three <br /> <br />Changes in local land use patterns will consist of the direct <br />changes in use of the privately owned Wolf cree~ Valley property <br />and the induced changes in land use in Archu~eta County. The <br />induced changes will be concentrated in a co~ridor along U.S. <br />Highway 160 between the project site and thE! town of pagosa <br />Springs and in existing and future subdivisions: surrounding that <br />community. <br /> <br />220 <br />
