In accordance with the regu- <br />lations governing the generation and sale of power at Boulder <br />Dam, the rates for falling water are adjusted as of June 1 of each <br />year, to make proper corrections for variations between previ- <br />ously estimated costs and actual costs of operation and mainte- <br />nance of that part of the Boulder power project operated directly <br />by the United States. Adjustments are also to be made as of June <br />I, 1947, and thereafter at intervals of ~"e years, to reflect correc- <br />tions in other elements entering into the rates. A committ.ee of allottees considered in detail the <br />cost.s entering into the falling water charges and lodged with t.he <br />Secretary of the Interior and with Congress prot.est.s against. the <br />inclusion in the costs of Boulder City certain items not considered <br />to be proper charges against t.he power project. The propriety <br />of the claims of t.he allottees was recognized by Congress, which <br />directed the Secret.ary of the Interior to investigate the charges <br />in question and make appropriate corrections in future rate ad- <br />j ustments. <br />Two 82,500-kw generators, known as units N-5 and N-6, were <br />installed originally in Boulder power plant at the request of the <br />District and are a>;signed to its use. The generating charges, in- <br />cluding the amortization, replacement., operation, and maintenance <br />costs of these units are to be paid entireiy by the District unless <br />the use of the units is shared by others, in which ca~e the charges <br />are to be divided between the joint users in accordance with the <br />general regulations.
