Further study of the phe-
nomena by engineers of the District, the General Electric Company,
and the Westinghouse Electric and ~fanufactLH'ing Company, is in
progress to determine the remedial measures required.

Pnmpillg plnnt protection

Armed civilian guards employed by the District and deputized
by the sheriffs of Riverside and San Bel'llardino Counties were
stationed at all pumping plants until October 9, 1943. Subse-
quent to that date, guards were maintained only at Intake plant
,,'here there is no District camp. The presence in the desert train-
ing centers of large numhers of U. ~. Army trainees engaged in
continuous maneuvers was deemed ample protection to District
plants at Iron Mountain, Eagle Mountain, and Hayfield, and to
other aqueduct features in the descrt areas. Patrolling of the Cop-
per Basin reservoir area by the transmission line patrol cre\\! was
carried on throughout the year.

Tra-nS1n1"S8ion lines

Regu]ar patrol and maintenance of the transmission lines,
telephone lines, and adjacent patrol roads, were continued through-
) out the year by a crew consisting of nine patrolmen, one mainte-
nance mechanic, olle maintenance man, and one maintenance helper,
under the supervision of a chief patrolman. Failure of cotter pins
in the ground wire hanger bolts was discovered early in 1944, and
all such hanger bolts wcre replaced, using square headed bolts with
castellated nuts and steel cotter pins. An Army airplane on
maneuvers between Camino and Iron Mountain flew into the
gl'Ound wire on the 230-kv towers, breaking the ground wire and
damaging the power conductors. The line near Iron Mountain
pumping plant also was slightly damaged by an explosion of TNT
set off by a detachment of soldiers on maneuvers. Heavy Army
traffic over the patrol roads necessitated an unusually large amount
of maintenance work, part of which was done by the Army with its
own equipment. There were two unscheduled interruptions of
service on the 230-kv line, one caused by lightning and one by an
Army airplane, as noted above. There were eight schedulcd inter-
ruptions for switching and testing purposes. The outage time for
the Camino-Hayfield branch aggregated 27 hours and 25 minutes,
and for the Camino-Gene branch 10 hours and 311/~ minutes.

~
I
