<br />The elevation of Flaming Gorge Reservoir at the beginning
<br />of water year 1995 was 1834.1 meters (6017.4 feet) with 3,558
<br />million cubic meters (2,885,000 acre-feet) of live storage en
<br />percent of capacity). At the end of the water year, the
<br />elevation was 1839 meters (6033.6 feet). Live storage on
<br />September 30, 1995, was 4,302 million cubic meters
<br />(3,488,000 acre-feet), 93 percent of capacity.
<br />
<br />Unregulated inflow into Flaming Gorge Reservoir for water
<br />year 1995 was 2,286 million cubic meters (1,853,000
<br />acre-feet), 112 percent of normal. Actual regulated inflow
<br />was 2,188 million cubic meters (1,774,000 acre-feet). The
<br />April through July runoff was 1,450 million cubic meters
<br />(1,175,500 acre-feet) or 98 percent of the long term average.
<br />With this inflow, Flaming Gorge gained 744 million cubic
<br />meters (603,000 acre-feet) of storage in water year 1995.

<br />In 1995, Flaming Gorge was operated in accordance with the
<br />Final Biological Opinion on the Operation of Flaming Gorge
<br />(FBOFG), issued in November 1992.

<br />The FBOFG outlines the reservoir operations during the
<br />spring, summer, and early fall months which may provide an
<br />improved habitat for endangered endemic species of fish.
<br />To accommodate the FBOFG a special release was made
<br />from Flaming Gorge during May and June. The goal of the
<br />special release in 1995 was to maintain flows on the Green
<br />River at Jensen, Utah, between 481 to 5tO cubic meters per
<br />second (17,000 to 18,000 cubic feet per second). This target
<br />range was established because flooding begins to occur at
<br />Jensen when flows exceed 524 cubic meters per second
<br />(18,500 cubic feet per second). Jensen is below the
<br />con/Iuence of the Green and Yampa Rivers, and flows from
<br />the Yampa River alone in 1995 exceeded 5tO cubic meters
<br />per second (18,000 cubic feet per second). Releases from
<br />Flaming Gorge were adjusted during this special release
<br />between minimum levels of 22.7 cubic meters per second
<br />(800 cubic feet per second) and maximum power levels of
<br />122 cubic feet per second (4,300 cubic feet per second).
<br />During the period when the Yampa River reached its peak,
<br />flows from Flaming Gorge were at minimum levels,
<br />producing a flow at Jensen of 546 cubic meters per second
<br />(19,300 cubic feet per second).
