<br />Water district raised
<br />taxes for project takeover
<br />
<br />A question about the
<br />Dolores Water Conservancy
<br />DIstrict taking out cer-
<br />tificates of deposit and then
<br />increasing the mill levy
<br />brought a response recently
<br />from Manager John Parler.
<br />Porler said the ilJstrlct over
<br />the years has built up a fund
<br />of some $200,000 In savings.
<br />He said this year's $93,547
<br />budget for the district in-
<br />cludes taxes from Dolores
<br />and Montezwna counties plus
<br />some $23,000 Interest from
<br />the deposits.
<br />That $200,000 savings, plus
<br />whatever else the district can
<br />put aside, will be needed
<br />when the water district takes
<br />over operation and main-
<br />tenance of the Dolores
<br />Project from the Bureau of
<br />Reclamation.
<br />Porler said that the govern-
<br />ment will provide the equip-
<br />ment while the bureau is In
<br />charge, but the district will
<br />need money for Cliterplllars,
<br />road graders, weed sprayers,
<br />mowers, drump trucks,
<br />backhoes, etc.
<br />After several years of use,
<br />the government-bought
<br />'property will be wearing out
<br />and replacements will be
<br />needed, he explained.
<br />, Included In the budget for
<br />this year are salaries for him-
<br />self and District Secretary
<br />Ed Gilliland, capitol ex-
<br />penses and contingency fund,
<br />travel and meetings,
<br />engineering, the Colorado
<br />University Experimental
<br />Farm use, weather
<br />modification program par-
<br />tlclpatlon and other costs.
<br />"We never spend all the
<br />
<br />
<br />budget," Porter said. "We're
<br />looking at the day when we
<br />take over the first part of the
<br />operation." By 1992, the final
<br />section, the "full service"
<br />part of the project to the
<br />drylands, will be In operation.
<br />Parts of the operation will
<br />be taken over by the district
<br />when It and the government
<br />agree that they should be
<br />taken over by the local
<br />people.
<br />According to the contract
<br />

<br />with the government, he said,
<br />the district must have just
<br />such a reserve fund. In fact, it
<br />is bigger than is now In the
<br />savings.
<br />Parler further explained
<br />that the mill levy went down
<br />to one mill in the 1982 taxing
<br />year based on an assessed
<br />valuation of the district of
<br />$42,009,670 for revenues of
<br />$42,010.
<br />The district board raised
<br />the levy the next year to 1.193
<br />
<br />mills on an assessed
<br />valuation of $45,218,070 for
<br />revenues of $53,945 to prepare
<br />for the reserv. funds.
<br />On the other hand, he con-
<br />tinued, the carbon dioxide
<br />project might cause the levy
<br />to drop again. But the district
<br />doesn't expect as much of an
<br />impact as will Montezwna-
<br />Corlez School District Re-l.
<br />"We don't expect to double
<br />our assessed valuation," Por-
<br />ter said.
