<br />00274 <br /> <br />FOOTHILLS PROJECT <br /> <br />The report on Future Water Supply for. Denver made in 1955 by Alvord, <br />Burdick and Howson, Consulting Engineers recommended that water treat- <br />ment facilities be constructed at a site just east of Roxborough Park <br />~pp.oxiW4t~ly taree miles sou"heast of toe Kassler Treatment Plant of <br />the Denver Water Department. A 200 acre plant site was purchased in <br />that area in 1956 and surveys were made to locate a diversion dam and <br />tunnel to bring raw water from the Platte River to the site. A sur- <br />vey was made in 1957 to locate a water conduit to transport potable <br />water from the treatment plant to the southeastern portion of Denver. <br /> <br />In 1962 the Denver Water Department filed an application for the <br />Strontia Springs Dam and the tunnel from the dam to the treatment <br />plant site with the Bureau of Land Management. This filing was <br />approved and the rights-of-way granted in 1967. <br /> <br />Further studies were made in 1963 by Black and Veatch, Consulting <br />Engineers, and from 1966 to 1972 by the Denver Water Department to <br />determine possible alternates, SiZing of the dam, tunnel and treat- <br />ment facilities and costs involved. Additional property for the <br />treatment plant was purchased during the period 1970-1974 bringing <br />the total available land to 490 acres. <br /> <br />In' 1973 consultants were employed to prepare an environmental assess- <br />ment for the project and to begin the design for all phases of the work. <br />The environmental assessment was submitted to the responsible govern- <br />mental agency early in 1974. Their final draft environmental state- <br />ment was completed in August 1975 and forwarded for review and actio~. <br />Design is essentially complete for all facilities involved in the <br />project, with the exception of any adjustments to be made that may be <br />required by stipulations of the permit, when issued. <br /> <br />The plans prepared consist of the following: <br /> <br />1. Strontia Springs Dam and Reservoir - <br />Type -- thin arch,. douole cu.rvatu.re, concrete <br />Height - 243 ft. above stream channel <br />Crest Elev. - 6002 ft. <br />Thickness - base - 31 ft., crest - 10 ft. <br />Reservoir Capacity - 7600 acre ft. <br />Surface Area - 96 acres <br />Property Ownership <br />Denver - 67 acres <br />BLM - 16 acres <br />National Forest - 13 acres <br />Pool Length - 1.7 miles <br />Outlet Capacity - 4000 cubic ft./second <br />Spillway Capacity - 90,000 cubic ft./second <br />Tunnel Intakes - multilevel tower <br />Capacity - 1160 cubic ft./second (750 mgd) <br />
