lOr),:,
t..._

SUMMARY

This Definite Plan Report updates costs and reevaluates the economic
justification and financial feasibility of the authorized Narrows Unit,
South Platte Division, Colorado, Pick-Sloan Missouri Basin Program.
In addition, the report summarizes the postauthorization developments
and describes the impact of the Unit on the environment.

Except for anticipated changes in railroad and highway relocations,
the plan for the Unit is basically the same as that authorized, which
is presented in House Document 320, 90th Congress (copy appended),
and a reevaluation statement dated November 1969.

Postauthorization activities to date include restudies of railroad and
highway relocations, preparation of proposed repayment contracts. and
certification of land classification.

The cost authorized for construction of the Unit hy Public Law 91-389,
$68,050,000 (based on January 1969 prices), has been revised to
$89,750,000 (based on Octoher 1972 prices) in accordance with the
provisions of the Act. These changes were due to increases in con-
struction costs and incorporating the provisions of the Uniform
Relocation Assistance and Real Property Acquisition Policies Act of
1970 (P. L. 91-646). The benefits were not reevaluated. The benefit-
cost ratios are 1.42 to 1 for total benefits and 1.36 to 1 for direct
benefits.

An environmental statement for the Unit was filed with the Council on
Environmental Ouality on June 9, 1970. That statement was prepared
prior to the availability of environmental statement guidelines issued
by the Council and the subsequent establishment of implementing
instructions by the Department of the Interior and the Bureau of
Reclamation. A summary of the environmental effects of the Unit is'
included in this report.

This report recommends that the plan of development as set forth
herein be constructed and operated and that funds be provided for
initiation of construction.

AUTHORITY FOR REPORT

This report is authorized by the Federal Peclamation Laws (Act of
June 17, 1902, 32 Stat. 388, and acts amendatory thereof or
supplementary thereto).

3
