<br />lOr),:, <br />t..._ <br /> <br />SUMMARY <br /> <br />This Definite Plan Report updates costs and reevaluates the economic <br />justification and financial feasibility of the authorized Narrows Unit, <br />South Platte Division, Colorado, Pick-Sloan Missouri Basin Program. <br />In addition, the report summarizes the postauthorization developments <br />and describes the impact of the Unit on the environment. <br /> <br />Except for anticipated changes in railroad and highway relocations, <br />the plan for the Unit is basically the same as that authorized, which <br />is presented in House Document 320, 90th Congress (copy appended), <br />and a reevaluation statement dated November 1969. <br /> <br />Postauthorization activities to date include restudies of railroad and <br />highway relocations, preparation of proposed repayment contracts. and <br />certification of land classification. <br /> <br />The cost authorized for construction of the Unit hy Public Law 91-389, <br />$68,050,000 (based on January 1969 prices), has been revised to <br />$89,750,000 (based on Octoher 1972 prices) in accordance with the <br />provisions of the Act. These changes were due to increases in con- <br />struction costs and incorporating the provisions of the Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of <br />1970 (P. L. 91-646). The benefits were not reevaluated. The benefit- <br />cost ratios are 1.42 to 1 for total benefits and 1.36 to 1 for direct <br />benefits. <br /> <br />An environmental statement for the Unit was filed with the Council on <br />Environmental Ouality on June 9, 1970. That statement was prepared <br />prior to the availability of environmental statement guidelines issued <br />by the Council and the subsequent establishment of implementing <br />instructions by the Department of the Interior and the Bureau of <br />Reclamation. A summary of the environmental effects of the Unit is' <br />included in this report. <br /> <br />This report recommends that the plan of development as set forth <br />herein be constructed and operated and that funds be provided for <br />initiation of construction. <br /> <br />AUTHORITY FOR REPORT <br /> <br />This report is authorized by the Federal Peclamation Laws (Act of <br />June 17, 1902, 32 Stat. 388, and acts amendatory thereof or <br />supplementary thereto). <br /> <br />3 <br />
