This reflects an increase of $21,700,000
from the estimate upon which the unit was authorized (P. L. 91-389,
August 28, 1970)_ This increase is due to indexing construction
costs, reappraising land acquisition costs, and incorporating
provisions of the Uniform Relocation Assistance and Real Property
Acquisition Policies Act of 1970 (P. L. 91-646). The increased
costs associated with P. L. 91-646 are in addition to the acquisition
cost of the dwellings to be acquired by the Bureau and represent
the reasonable costs of providing comparable replacement dwellings
which are decent, safe, and sanitary for the families and business
properties which would have to be relocated out of the. reservoir
area.

Public Law 91-389 authorized the appropriation of $68,050,000 for
project construction plus or minus such amounts as may be justified
by reason of ordinary fluctuation in construction costs as indicated
by engineering cost indexes. The costs associated with relocating
the families and business properties located in the reservoir area
in accordance with Public Law 91-646 are considered to be additive
to the cost ceiling.
