Both <br />an earth embankment dam and a roller compacted concrete (RCC) gravity dam were considered. <br />The controlling design parameter was the iarge spillway capacity required to pass the estimated <br />probable maximum fiood (PMF) of 240,000 cfs. The RCC dam design allows most of the crest length <br />to be used for the spillway. The addition of a hydropower plant was Investigated and found <br />financially unattractive. Estimated power production cost is shown in Table S.3. <br /> <br />The Denver and Rio Grande Western (D&RGW) Railroad runs along the base of the right <br />abutment and wouid be relocated to pass north of the dam above the proposed dam crest. Highway <br />U.S. 40 would be relocated to the north side of Red Mountain. <br /> <br />AZURE DAM AND RESERVOIR: The Azure Darr Site Is located on the Coiorado River at the <br /> <br /> <br />upper end of the Lower Gore Canyon, about 10 miles downstream from Kremmling. The Lower Gore <br /> <br /> <br />Canyon is a narrow, deep gorge characterized by rugged, precipitous topography. <br /> <br />Foundation investigations indicate that the hard, crystalline rock which forms the abutments <br /> <br />of the narrow gorge at the Azure Site would provide the lateral bearing required for a thin-arch <br /> <br />concrete dam. The availability of sound aggregate at the site also suggests suitability for a concrete <br /> <br />dam. The selected thin arch concrete design would require less construction material than <br /> <br />alternative concrete gravity designs. The spillway would be constructed as an uncontrolled overflow <br /> <br />section located at the center of the dam crest. The Moffat route of the D&RGW railroad is cut into the <br /> <br /> <br />north side of the canyon and would be relocated into a long tunnel and open cut to avoid the dam <br /> <br /> <br />and reservoir area. <br /> <br />Hydropower Plant: The substantial flows of the Colorado River and the drop in elevation over <br /> <br />the proposed dam indicate a potential for hydropower development. Costs have been estimated for <br /> <br />a plant located within a cavern cut into the rock downstream of the right abutment. Two Francis <br /> <br />turbines would produce a total of 7000 kilowatts (kW) , and generate an average of 36,2 million <br /> <br />kilowatt-hours (kWh) per year. Preliminary financial analysis indicated a rate of return of 8 percent. <br /> <br />Estimated cost of power production is presented in Table S,3. <br /> <br />11 <br />
