<br />I <br />I <br />I <br /> <br />CONCLUSION <br /> <br />This report has shown how return flow factors can be used in the <br /> <br /> <br />administration of the Keesee Ditch water rights in their new point of diversion <br /> <br /> <br />at John Martin Reservoir. <br /> <br />I <br />I <br />I <br /> <br />Diversion limitations and a method of calculating return flow obligations <br />will ensure that downstream water users continue to receive return flow benefits <br />as they have historically. The Division Engineer will assess transit losses in order <br />to ensure that downstream releases are available in the surface stream. <br /> <br />I <br />I <br /> <br />The balance of the Keesee account will be available for any and all other <br />beneficial uses.
