SUMMARY

The Bonneville Unit of the Central Utah Project will be located in
central and northeastern Utah. Project water will be developed by col-
lecting and storing excess flows of several streams, principally tribu-
taries of the Duchesne River, by purchasing water rights and using a
portion of the existing water supply in Utah Lake, and by using project
return flows and high flows entering the lake. The unit will include
features to facilitate a transbasin diversion of water from the Uinta
Basin to the Bonneville Basin and related developments of local water
resources in both basins. The project water supply will be used for
municipal and industrial purposes and irrigation in both basins and to
generate power for project pumping purposes in the Bonneville :Basin.
The project will also provide flood control, recreation, and fish and
wildlife measures. For convenience in planning and coordination, the
:Bonneville Unit is divided into six systems according to location and
function. These systems are (1) the Starvation Collection System, (2)
the Strawberry Collection System, (3) the Ute Indian Tribal Development
(formerly the Bureau of Indian Affairs Activity), (4) the MuniCipal and
Industrial System, (5) the Diamond Fork Power System, and (6) the Irri-
gation and Drainage System. The functions of each of the systems are
discussed below.

Starvation Collection System

The Starvation Collection System was essentially completed in 1970.
The system develops water for irrigation and municipal uses and provides
flood control, recreation, and fish and wildlife measures in the Duchesne
area of the Uinta Basin. Regulatory storage 'is provided by Starvation
Reservoir, located on the Strawberry River just above its confluence
with the Duchesne River. The reservoir provides a large supply of water
to replace Duchesne River flows presently used for irrigation which will
be diverted to the Bonneville :Basin. The reservoir also develops a
smaller supply of water for irrigation of lands along the Duchesne River
and a small amount. for local municipal use. The reservoir is filled by
surplus winter and spring flows of the two rivers. Duchesne River water
is diverted by Knight Diversion Dam and conveyed to the reservoir
through the Starvation Feeder Conduit. The reservoir also provides
wildlife mitigation measures and recreation facilities.

Strawberry Collection System

The nearly completed Strawberry Collection System will intercept
flows of Rock Creek and eight other tributaries of the Duchesne River
and convey them to the existing Strawberry Reservoir for storage. The
reservoir was enlarged by construction of Soldier Creek Dam on the Straw-
berry River below the reservoir. Some of the project water stored in
the reservoir will be used in the Uinta :Basin, but most will be exported
for use in the :Bonneville :Basin. Upper Stillwater Reservoir, which is

S-1

I
I
