<br />Fish Creek Reservoir Expansion EIS <br />~,~{;:::;::::::<<:::;:;:~;~:t.::::X:::::;-:'3w';'3:::::;::"~~:;:;:X:Y::W~'r::;W";::,;':x3"&~%%:>>~@z.:r~;~:::x:::"~,<<-::m:.';::~~~~~~,*:m:p,.;"t:$:;<~;~'3;.;$.,~;:>>;..:"3:::m':f.';.m::;>";:';':;<:;'<'::~~:;:';:';$;3; <br /> <br />4.3.5 Unavoidable Adverse Impacts <br /> <br />Unavoidable adverse impacts associated with Alternative A include the continued degradation of the <br />Puppy Dog channel, insufficient availability of the Fish Creek water supply for the City and Mt. <br />Werner, the potential development of inferior water supplies for a portion of the service area, and <br />no remote operational control systems. <br /> <br />No unavoidable adverse water resource impacts are associated with Alternative B. <br /> <br />Unavoidable adverse impacts associated with Alternative C include insufficient availability of the <br />Fish Creek water supply for the City and Mt. Werner and the potential development of inferior <br />water supplies. <br /> <br />4.4 SOCIOECONOMICS <br /> <br />4.4.1 Introduction <br /> <br />Potential socioeconomic impacts associated with the Alternatives A, B, and C are presented in this <br />section. Potential direct and indirect impacts are discussed under [he broad general categories of <br />socioeconomiC climate, public safety, water utility rates, and reservoir financing. <br /> <br />4.4.2 Direct and Indirect Impacts <br /> <br />4.4.2.1 Alternetive A . No Action <br /> <br />Socioeconomic Climate - Alternative A could impact the socioeconomic climate of the community <br />if a supplemental water source is not obtained. The lack of water resources could potentially limit <br />growth. H water resources become limited to the extent that they restrict growth, the cost of living <br />in [he community could increase. In addition, if a lesser quality water source than Fish Creek is <br />obtained, some community members would have to rely on this lesser quality water which could <br />cause dissatisfaction. <br /> <br />Public Safetv - As discussed in Section 4.2, under Alternative A, no early warning system would be <br />installed to warn the community in the event of a dam failure. Funhermore, no remote control <br />system would be installed to allow the City to respond to uninitiated changes in dam operation. <br />Potential flood impacts associated with the No Action Alternative are presented in Section 4.2. <br /> <br />Water Utility Rates - Mt. Werner and the City have recently implemented metered rate structures <br />as discussed in Section 3.4. No funher rate changes beyond those discussed are anticipated for either <br />the City or Mt. Werner under Alternative A. <br /> <br />Reservoir Financinl! - Alternative A would not need a reservoir financing program. The resolution <br />passed by City Council for reservoir financing would be void. A loan has already been secured for <br />the proposed reservoir expansion by Mt. Werner. This loan was applied for in advance of a Forest <br />Service decision, in the interest of the City and Mt. Werner, in order to capture low interest rates. <br />The interest payment on the loan would be a loss, since nothing would be built, and the loan would <br />be repaid.
