With implementation of Alternative <br />C, the City could meet its present and 20-year projected future Water demands. It would not, <br />however, be able to meet its long-term 40-year water demands. Alternative C also would not meet <br />the projected future demands of the Mt. Werner district. The City and Mt. Werner would have to <br />develop additional supplies of approximately 1,000 AF/year to meet 40-year projected demands. If <br />the two entities were to combine, Alternative C would not meet future (2033) demands. A long- <br />term fisheries pool would not be possible. <br /> <br />Water Ouality - As stated previously, under Alternative C, Mt. Werner and the City would have <br />to develop an additional water supplies to meet future 40-year projected demands. The additional <br />water supply would not be equal to the Fish Creek supply in terms of water quality. Dependent <br />upon the quality of the supply, extensive treatment could be required. <br /> <br />Additional water quality impacts associated with the implementation of Alternative C are the same <br />as those discussed under Alternative B. <br /> <br />4.3.3 Cumulative Impacts <br /> <br />Increased recreational use of Fish Creek Reservoir and the continued use of the adjacent area for <br />sheep grazing, could result in minor water quality impacts to the reservoir. Of concern are potential <br />increases in the presence of fecal coliform (from humans and! or animals) and runoff of petroleum <br />products from cars into the reservoir. According to the Forest Service, grazing is not permitted <br />within 500 feet of the reservoir. <br /> <br />Cumulative impacts associated with a reduction in water demand (resulting from the implementation <br />of water conservation measures) would include cost savings associated with the decrease in water and <br />wastewater treatment volumes. Water and wastewater treatment operation and maintenance costs <br />would be reduced and costly treatment plant expansions could be avoided. Additionally, <br />infrastructure capital and operation costs associated with the distribution of water and collection of <br />wastewater could be reduced. With a metered billing rate, however, a reduction in water demand <br />could also result in decreased revenues. <br /> <br />4.3.4 Mitigation and Enhancement Summary <br /> <br />Mitigation of the erosional damage to the Puppy Dog drainage is suggested for all three alternatives. <br />Future degradation of this drainage would be prevented with the implementation of Alternatives B <br />or C. Under the No Action Alternative, the Forest Service would make a determination as to the <br />steps necessary to correct this concern. <br /> <br />Erosion control mitigation and stream monitoring during construction activities is recommended for <br />the two action alternatives (B and C) to prevent stream sedimemation and preserve stream Water <br />quality. A spill prevention and response plan would also be required within the construction <br />operating plan. <br /> <br />Additionally, a fisheries pool is recommended to maintain fisheries, visual resources, and the <br />recreational atmosphere at Fish Creek Reservoir.
