'" The intent of the <br />second sentence of this section [Section 1802(b)] is not <br />merely to provide a savings clause, but to establish that <br />the Secretarv's responsibilities for water storaqe. <br />allocation. and the deliverv under the Law of the River <br />are primarv and control the Secretarv's actions under <br />this title. <br /> <br />* . * * <br /> <br />section [1806] is a savings clause which expresses the <br />Committee's intention that nothinq in the title is <br />intended to affect in anv wav the allocations of water <br />secured to the Colorado River Basin States bv the Law of <br />the River. The Committee emphasizes the importance of <br />this fundamental principle. which applies to and is meant <br />to control the interpretation and application of everv <br />provision of this title. <br /> <br />Therefore, it is obvious that "flood control space" cannot be <br />altered under the authority of the Grand Canyon Protection Act. <br />Operations to avoid anticipated spills are undertaken solely under <br />the authority of Section 602(a) of the 1968 Act. Your proposed <br />alternative ~s illegal. <br /> <br />I would also like to take this opportunity to reiterate the <br />comments made by the Wyoming State Engineer, in his letter of <br />September 22, 1994, concerning the proposed beach/habitat building <br />flow releases in excess of power plant capacit} at Glen canyon Dam. <br />The same analysis expressed above makes it clear that the Bureau of <br />
