Calhoun - Glen Canyon Dam Operations <br />September 23, 1994 <br />Page 5 <br /> <br />Reclamation does not have the legal authority to bypasG the power <br />plant in order to provide beach/habitat building flows in the Grand <br />Canyon. MoreOver, adequate NEPA compliance, consultation with the <br />Fish and wildlife Service, and consultation with the states, has <br />not yet been undertaken with respect to proposed experimental flows <br />for April of 1995. <br /> <br />Finally, I am very concerned that all of these actions undertaken <br />by the Bureau have been made without consultation with, or even <br />communication to, the states. I want to reiterate Colorado I s <br />willingness to work closely and cooperatively with the Bureau of <br />Reclamation to effectively manage the water resources of the <br />Colorado River Basin for multiple purposes, including the goals <br />outlined in the Grand Canyon Protection Act. As you know, the <br />Seven Basin states fully supported the adoption of that Act, but <br />with the clear understanding that the language we had carefully <br />negotiated would preserve overall river operations. Colorado state <br />officials will be available to work closely with you to attempt to <br />better manage the system.
