MOSS <br /> <br /> <br />I concur in the individual views of Senator Anderson and Senator <br />Mechem of New Mexico. I, too, favor the purposes of S. 1658-in <br />fact, I offered the amendment in the nature of a substitute which was <br />adopted and which our committee is reporting favorably as S. 1658. <br />In section 108, I endeavored to retain the duty of the Secretary of <br />the Interior and the Commissioner of Reclamation to account for all <br />of the waters of the Colorado River system allotted, in accordance <br />with the Colorado River compact ratified in Santa Fe, N. Mex., in <br />1922. Section 108 provides as follows: <br /> <br />SEe, 108. This Act shall be deemed a supplement to the <br />Federal reclamation laws (Act of June 17, 1902, 32 Stat. <br />388, and Acts amendatory thereof and supplementary <br />thereto). Nothing contained in this Act shall be construed <br />to alter, amend, repeal, construe, interpret, modify, or be in <br />conflict with the provisions of the Colorado River compact, <br />the Upper Colorado River Basin compact, the Act of April <br />0, 1956 (Colorado River Storage Project Act) (70 Stat. <br />105), the treaty with the United Mexican States (Treaty <br />Series 994), the opinion and any decree entered by the <br />S~f;~eme Court of the United States in Arizona against <br />C . ornia (373 U.S. 456), or, except as otherwise provided <br />herein, the Boulder Canyon Project Act (45 Stat. 1057) or <br />the Boulder Canyon Adjustment Act (54 Stat. 774). <br /> <br />However it is well to underline the duty to account for all of the <br />waters to ail with interest in the river, and I would support positive <br />language to accomplish this. <br />FRANK E.
