INDIVIDUAL VIEWS OF MR. MOSS

I concur in the individual views of Senator Anderson and Senator
Mechem of New Mexico. I, too, favor the purposes of S. 1658-in
fact, I offered the amendment in the nature of a substitute which was
adopted and which our committee is reporting favorably as S. 1658.
In section 108, I endeavored to retain the duty of the Secretary of
the Interior and the Commissioner of Reclamation to account for all
of the waters of the Colorado River system allotted, in accordance
with the Colorado River compact ratified in Santa Fe, N. Mex., in
1922. Section 108 provides as follows:

SEe, 108. This Act shall be deemed a supplement to the
Federal reclamation laws (Act of June 17, 1902, 32 Stat.
388, and Acts amendatory thereof and supplementary
thereto). Nothing contained in this Act shall be construed
to alter, amend, repeal, construe, interpret, modify, or be in
conflict with the provisions of the Colorado River compact,
the Upper Colorado River Basin compact, the Act of April
0, 1956 (Colorado River Storage Project Act) (70 Stat.
105), the treaty with the United Mexican States (Treaty
Series 994), the opinion and any decree entered by the
S~f;~eme Court of the United States in Arizona against
C . ornia (373 U.S. 456), or, except as otherwise provided
herein, the Boulder Canyon Project Act (45 Stat. 1057) or
the Boulder Canyon Adjustment Act (54 Stat. 774).

However it is well to underline the duty to account for all of the
waters to ail with interest in the river, and I would support positive
language to accomplish this.
FRANK E. Moss,
U.S. Senator.
