<br />The Committee on Interior and Insular Affairs, to whom was re-
<br />ferred the bill S. 1658, a bill to authorize,. construct, operate, and
<br />maintain the Central Arizona project, Arizona-New Mexico, and for
<br />other purposes, has considered the same, reported favorably thereon
<br />with amendment, and recommends that the bill, as amended, do pass.

<br />INTRODUCTION
<br />
<br />The Subcommittee on Irrigation and Reclamation held hearings
<br />on August 27 and 28 and on Octob!)r 1 and 2, 1963, and on April 9-11,
<br />13-17, and 20-23, 1964, on S. 1658. The principal purpose of the orig-
<br />inal bill, as introduced by Senators Hayden and Goldwater on June 4,
<br />1963, was to authorize the Secretary of the Interior to construct, op-
<br />erate, and maintain the Central Arizona project, Arizona-New Mexico.
<br />The purpose of the bill, as amended and approved by the subcommittee
<br />on JUly 27, 1964, is to initiate a regional program, the Lower Colorado
<br />River Basin project, for providing water to the arid Southwest. The
<br />Central Arizona features have been integrated into the Lower Colorado
<br />River Basin project as units thereof.

<br />CONGRESSIONAL HISTORY
<br />
<br />The Central Arizona project has had a long history. Arizona's de-
<br />sire to utilize the waters of the Colorado River in central Arizona
<br />antedates 1918. The present plan for the Central Arizona units is the
