10. Central, Lower and Northern agree to form a committee by August
la, 1987, and to enter into a contractual relationship by December 31,
19B7, which will work to develop "Operational Criteria" for the South
Platte River. Northern, Central and LOI.er- agree to allow this committee to
utilize the Hardin decree in development of those "Operating Criteria", so
long as Lower and Central also agree to allow this committee to utilize the
Narrows decree. The objectives of the "Operating Criteria" being to
develop a methodology whereby the decrees and facilities on the river are
utilized to enhance the water supplies to all users on the river,
particularly during years of below average runoff. An initial action of
the cOlll!llittee could be to support and diligently pursue a South Platte
Basin Water Management and Development Study, including but not limited to,
the studY currently under consideration by the Colorado Water Resources and
Power Development Authority.
