Northern, Central and LOI.er- agree to allow this committee to <br />utilize the Hardin decree in development of those "Operating Criteria", so <br />long as Lower and Central also agree to allow this committee to utilize the <br />Narrows decree. The objectives of the "Operating Criteria" being to <br />develop a methodology whereby the decrees and facilities on the river are <br />utilized to enhance the water supplies to all users on the river, <br />particularly during years of below average runoff.
